The Bathurst Quay Neighbourhood Plan emerged from a highly collaborative partnership between PFS Studio, the City of Toronto, Waterfront Toronto, key stakeholders, and the community. The project sought to transform a historically layered and fragmented waterfront precinct into a cohesive and connected public realm, one that reconciles industrial heritage, cultural programming, and everyday public life along Toronto’s waterfront.
Advancing in tandem with adjacent initiatives including the Canada Malting Silos and the Corleck Building, Bathurst Quay Common required careful coordination across multiple project edges and timelines. Through an iterative review process involving City divisions, Waterfront Toronto’s Design Review Panel, community members, and the broader consultant team, diverse perspectives were synthesized into a clear and unified direction.
At the western threshold of Toronto’s waterfront promenade, the reimagined park reclaims a once-disconnected shoreline and reshapes it as a civic gateway between city and lake. Framed by the historic silos, Ireland Park, and Lake Ontario, the design strengthens shoreline connectivity while honouring the site’s evolving cultural narrative. The result is a cohesive waterfront landscape that secured broad municipal and community support and now serves as both neighbourhood gathering place and city-wide destination.
